The Goal

Adding a national initiative, referendrum, recall Amendment to the United States Constitution.

Definitions

Initiative
1. What is an Initiative? The Initiative is the power of the People to directly propose and enact federal laws and amendments to the United States Constitution. Under the initiative process, a proposed statute or constitutional amendment must receive a specified number of valid petition signatures in order to be placed on a nationwide ballot for consideration by voters. An initiative measure may not address more than one subject.

Referendrum
2. What is a Referendum? The Referendum is the power of the People to approve or reject statutes or parts of statutes enacted by the Congress. However, the Referendum does not apply to urgency statutes which take effect immediately, statutes calling for elections, and statutes providing for tax levies or appropriations for usual and current expenses of the Government. To qualify for the nationwide ballot, a Referendum measure must be submitted by specified deadlines after the enactment date of the statute.

Recall
3. What is Recall? Recall is the power of the People to remove elected officials.


The Tactics
1. Activist from all 50 states email House Majority Leader Steny Hoyer, and Senate Majority Leader Harry Reid asking they sponsor and introduce the U.S. Initiative, Referendum, Recall Amendment, and then email your legislators asking for a written response stating they will co-sponsor the U.S. Initiative, Referendum, Recall Amendment.
2. Email your hometown editor seeking their endorsement of the USIRR Amendment.
3. USIRR Amendment activist post your responses from your federal legislators on your 50 state messageboard, send out more invitations to family & friends to join in this epic event.

The Timeline
1. 2010, 12 months in U.S. Congress, Judiciary Committee(s), Floor Vote.
2. 2011, 11 months Convention of the (38) States , USIRR Amendment ratified, becomes law.
3. 2012, citizens begin circulating petitions for initiative, referendum and/or recall.

Section 1
Article I, Section I relating to legislative powers is amended accordingly.

Section 2
All legislative Powers herein granted, except for the initiative, referendrum, recall Powers, that are reserved to the People, shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.

Section 3
The article shall be inopeative unless it shall have been ratified as an amendment to the Constitution by conventions in the several States, as provided in the Constitution, within seven years from the date of the submission hereof to the States by the Congress.
